			<content:encoded><![CDATA[<p>Kolkata, (Coal Geology/IBNS) Despite having rich metal and mineral resource, India lags behind other countries like China, Australia, South Africa and Brazil which have developed on the basis of minerals, said a top official here on Saturday.</p>
<p>Addressing the Conference on Mining, Metals and Environment coinciding with the Biz Bridge 2011, H M Nerurkar, Co-Chairman, CII Manufacturing Council &amp; Chairman, Mining &amp; Metals Subcommittee, CII Eastern Region and Managing Director, Tata Steel, very specifically pointed out the challenges and deterrents in the path of mining and metals industry of the country.</p>

<div>Despite having rich metal and mineral resource, India lags behind other countries like China, Australia, South Africa and Brazil which have developed on the basis of minerals, he said.</p>
<p>Nerurkar said that the GDP contribution by the mining industry has gone down noticeably. He specified lack of comprehensive regulatory policies, poor infrastructure, insufficient skilled manpower and unavailability of concrete data as the key hindrances in the path of growth of this sector.</p></div>

<div>&#8220;Good policies need to be charted out and applied reasonably for this sector to benefit, robust infrastructure needs to be developed and young, energetic, knowledgeable people must be attracted to work in this sector,&#8221; he said.</div>
<div></div>
<div> Government authorities and the related agencies like GSI etc. need to work toward exploration of the resources to the fullest, he said.</div>
<div></div>
<div>He suggested that the industry should aim at 10% GDP contribution in the coming years.</p>
<p>Shakeel Ahmed, Chairman &amp; Managing Director, Hindustan Copper Ltd expressed his concern over the slow pace of growth of the mining and minerals sector attributing to only about 2.25% of GDP growth.</p></div>

<div>Talking of the weaknesses in this field he firstly referred to India as an underexplored country with ample resources yet to be explored. Strong regulatory regime is to be set up as the existing ones are not that helpful.</div>

<div>Another important challenge that he pointed out was the unruly time and indecision regarding the mining lease. Ahmed urged CII to act in concern to expedite the process.</p>
<p>Moreover, he said the ruling state government must sincerely put an effort to utilize the royalty received from the mines solely for the development of the region.</p></div>

<div>According to Ahmed, environment must not act as an obstacle in the path of establishing new mines. An effective way to balance the two fields is to plant more trees than the ones felled.</div>
<div></div>
<div>&#8220;Employment and growth must be the key concern alongside sustainability of environment. Talent deficit also need to be fulfilled by enhancing the quality of lifestyle in and around the mines. The industry should aim at increasing the GDP contribution to about 10%.&#8221;</p>
<p>Biswadip Gupta, Joint Managing Director &amp; CEO, JSW Bengal Steel Ltd. held technology and cost competitiveness as the areas that need immediate intervention. Technological advancement is the need of the hour.</p></div>

<div>&#8220;Technology should be utilized appropriately in order to refine the coarse resources. Lot of work has already being started. Tie ups with technologically advanced countries can be highly beneficial.&#8221;</div>

<div>Talking of the cost competitiveness, he said that although the industry does not have any control on the input costs, bringing technology into effective action can make the industry globally competitive.</div>

<div> He stressed that only after exploring the domestic markets, manufacturers must step into the international market.</p>
<p>Naushad A Ansari, Executive Director &amp; Member of the Board, Jindal Steel &amp; Power Ltd. through an extensive presentation depicted the essential challenges lying in front of the mining and metals industry specially steel. Availability of raw materials is an area of great concern for the industry.</p></div>

<div>&#8220;Mostly the mines due to their presence in the jungle areas cause a lot problem in extracting the raw materials. Land identification process has to be started,&#8221; he said.</div>
<div></div>
<div>&#8220;The infertile land must be identified and procured for the putting up of factories. Talent management is another aspect that needs immediate attention.&#8221;</p>
<p>Srikumar Menon, Managing Director, BOC India Pvt. Ltd. shared his insights on the role of gas industry for the development of metals and mining industry, while S K Bhaumik, Senior Vice President-Flat Products, Danielli India Ltd. talked of quality enhancement and increasing production capacity through technology.</p></div>

<p>To help determine the winners and losers, the candidates were ranked using seven specific communications criteria – including clarity of message, optimism of message, and charisma – that have accurately predicted the winners of every general election since the beginning of the 24/7 media age in 1980.</p>

<p><strong>First Place: Mitt Romney (B+) </strong>Gov. Romney has been the most consistent debater thus far. He has easily deflected his opponents&#8217; attacks, proving himself to be a &#8220;Teflon&#8221; candidate to whom nothing sticks. He has demonstrated a mastery of public policy and shown toughness as a debater. The Republican base may not love him, but they have to concede he would fare well in next fall&#8217;s debates against President Obama.</p>
<p><strong>Second Place: Newt Gingrich (B) </strong>Speaker Gingrich propelled himself to the top of the Republican pack primarily through his strong debate performances, during which he often castigated the mainstream media. Like Romney, he has demonstrated his policy mastery. Unlike Romney, his propensity to go off-script leaves open the question of whether he&#8217;s a more disciplined politician than he was in the 1990s.</p>
<p><strong>Third Place: Michele Bachmann (B-) </strong>Rep. Bachmann, who briefly flirted with the lead, has shown an impressive ability to articulate an unambiguous message throughout the debates (ObamaCare bad, repeal good). She has also demonstrated a skillful ability to attack her opponents directly without ever appearing nasty. Still, she falls off-script too often, such as when she said after one debate that the HPV vaccine caused &#8220;mental retardation.&#8221;</p>
<p><strong>Fourth Place: Herman Cain (C+) </strong>Mr. Cain dominated the storyline in several early debates with his &#8220;9-9-9&#8243; plan; no other candidate offered such a memorable proposal. Mr. Cain&#8217;s ability to offer a well-timed one-liner helped make him a crowd favorite. But recent debates about foreign policy have revealed his superficial knowledge of international affairs and will likely hasten his decline in the polls.</p>
<p><strong>Fifth Place, Tied: Ron Paul (C) </strong>Rep. Paul is the most ideologically consistent of anyone in the field, and is unafraid to defend his views – many of which are unpopular with the GOP base. Still, he too often comes across as lecturing and strident, and hasn&#8217;t made the personal connection that will help him expand his reach beyond his relatively small but deeply loyal base.</p>
<p><strong>Fifth Place, Tied: Rick Santorum (C) </strong>Sen. Santorum is passionate, but conveys that passion with an ever-present sour expression. Mr. Santorum has launched a few effective attacks on his opponents. But whereas Ronald Reagan used to eviscerate his opponents with a warm smile, Mr. Santorum looks thoroughly disgusted with his opponents. There&#8217;s a reason Mr. Santorum hasn&#8217;t moved in the polls, and it&#8217;s that Americans express a clear preference for sunnier candidates.</p>
<p><strong>Fifth Place, Tied: Rick Perry (C) </strong>During the debate held on November 9, Gov. Perry committed one of the worst debate gaffes in memory when he struggled for 43 seconds to identify the third of three government agencies he pledged to eliminate. He never remembered it, ending his answer with a lame, &#8220;Oops.&#8221; Mr. Perry has careened between too hot and too cold, unable to settle on the right tone. His halting speaking style, filled with long pauses during which he struggles to find the next phrase, makes him hard to watch. But for a strong first debate, Perry would have ranked lower.</p>
<p><strong>Eighth Place, Jon Huntsman (C-) </strong>Gov. Huntsman&#8217;s debate performances were mostly memorable for his frequent (and failed) attempts at humor. Whether making a joke invoking Kurt Cobain or the &#8220;gas&#8221; coming from Washington, Mr. Huntsman too often resembled the awkward uncle who elicits sympathy laughs at family events. Still, Mr. Huntsman may be someone to look out for. His last debate performance was by far his strongest, and that makes him the most improved debater in the field.</p>
<p>&#8220;This season&#8217;s many debates have given Republican voters a clear sense of which candidates would square off most effectively against President Obama,&#8221; said Brad Phillips, author of the Mr. Media Training Blog. &#8220;That matters, as the more charismatic general election candidate with the clearer message has won the presidency in every election since the beginning of the 24/7 media age in 1980.&#8221;</p>

This upcoming holiday, the American Academy of Orthopaedic Surgeons (AAOS) advises Americans to enjoy the spectacular celebrations but urges adults and children to exercise extreme caution by leaving fireworks to the professionals.</p>
<p><strong>According to the U.S. Consumer Product Safety Commission:</strong></p>
<p>* More than 18,700 fireworks-related injuries were treated in hospitals, doctor&#8217;s offices, clinics, ambulatory surgery centers and emergency rooms in 2010.  Children under 18 accounted for approximately 9,000 of those injuries.</p>
<p>&#8220;It is no mystery that fireworks can be dangerous and can result in serious injury, especially if proper precautions are not taken,&#8221; said Dr. Michael Suk, an orthopaedic surgeon specializing in trauma and spokesperson for the AAOS. &#8220;It&#8217;s so important for adults to be the only ones lighting the fireworks and that children be a good distance from where they are being set off in case of a misfire or if they explode prematurely.&#8221;</p>
<p>In an effort to reduce the number and severity of firework-related injuries treated by orthopaedic surgeons, the AAOS offer some safety guidelines for trained adults who choose to use fireworks:</p>
<p>* Check with your local police department to determine if fireworks can be discharged legally in your area.  If so, determine which types are legal.<br />
* Never buy illegal fireworks.  Their quality cannot be assured.<br />
* Only adults should light fireworks.<br />
* Never hold lighted fireworks with your hand or place them near the body.<br />
* Never allow young children to play with or go near fireworks, including sparklers. They seem harmless but sparklers can reach temperatures of more than 1,000 degrees.<br />
* Never play with fireworks if you are under the influence of drugs or alcohol.</p>

			<content:encoded><![CDATA[<div style="text-align: justify;"><strong>May 25, 2011, WASHINGTON, (Coal Geology) &#8211; Bill Gates,</strong> co-chair of the Bill &amp; Melinda Gates Foundation, told a group  of political, business, and development leaders that supporting farming  families in developing countries is critical to overcoming poverty and  hunger.</div>
<div style="text-align: justify;">
<p>&#8220;I came here today to join those calling on the U.S. and other  countries to fund agricultural development for poor farming families,&#8221;  Gates said. &#8220;The U.S. has a pivotal role to play.&#8221;</p>
<p>Gates spoke at the Chicago Council on Global Affairs&#8217; Symposium on  Global Agriculture and Food Security, where leaders discussed how U.S.  public and private sector support for agricultural development can  advance global security, stability, and economic prosperity. He was  joined by U.S. Agency for International Development Administrator Rajiv Shah, U.S. Secretary of Agriculture Tom Vilsack, World Food Program Executive Director Josette Sheeran, and others.</p>
<p>Congresswoman Kay Granger (R-Texas) introduced Gates, praising the foundation&#8217;s efforts to alleviate poverty and improve global health.</p>
<p>In his first major address on agriculture to high-level members of  the Obama administration and U.S. Congress, Gates noted that  three-quarters of the world&#8217;s poorest people rely on small plots of land  for their food and income. Helping these small farmers grow and sell  more so they can become self-sufficient is the most effective way to  reduce hunger and poverty, he said, giving examples of progress already  happening in Africa and South Asia.</p>
<p>Today, there are nearly a billion hungry people in the world. In  2008, food prices jumped to record levels, causing riots, hunger,  instability, and a plunge back into poverty for millions. Early this  year, food prices spiked again, even higher than the peak of three years  ago.</p>
<p>But Gates argued that sweeping change is already underway. He praised U.S. leadership for helping to secure $22 billion  in commitments to food security that were announced at the G8 and G20  meetings in 2009. While only about half of these pledges have been  disbursed or are on track to be disbursed, Gates noted the commitment of  President Obama and members of Congress from both sides of the aisle to  spend $3.5 billion over three years through the Feed the Future program. He also lauded Congress for including $100 million in the budget for the Global Agriculture and Food Security Program. He noted that France has put food security and agriculture at the top of the G20 agenda this year.</p>
<p>&#8220;We have a big budget deficit, and foreign assistance is always an  easy target. So we need to tell people over and over why this spending  is worth it—even in tight economic times,&#8221; Gates said.</p>
<p>Gates said farming is a business that helps poor farmers build  self-sufficiency and improve their lives. He explained how the  foundation and its partners are focusing their efforts on helping  farmers get better seeds, healthier soils, and access to markets, as  well as supporting better data and policies.</p>
<p>&#8220;In country after country, these approaches have improved the  livelihoods of small farmers while reducing poverty and increasing  economic growth,&#8221; noted Gates. &#8220;It&#8217;s proving the point again and again:  helping poor farming families grow more crops and get them to market is  the world&#8217;s single most powerful lever for reducing poverty and hunger.&#8221;</p>
<p>Gates cited examples of foundation-funded projects that are yielding promising results:</p>
<ul type="disc">
<li>The World Food Program&#8217;s Purchase for Progress (P4P) project is  helping small farmers, particularly women, gain access to reliable  markets and the opportunity to sell their surplus at competitive prices.  Since its start less than three years ago, P4P has paid out an  estimated $37 million to small farmers and traders.</li>
<li>A project by the International Rice Research Institute is developing  new high-yield varieties of rice that are more tolerant to floods,  drought, and other environmental stresses. By the end of 2010, 400,000  farmers had planted a new variety of rice that can survive up to 20 days  after being submerged. By the end of 2011, the project is expected to  reach 20 million farmers. The new rice varieties will prevent crop loss,  reduce hunger, and boost the income of farming families.</li>
</ul>
<p>At the symposium, the Chicago Council released the first <em>Annual Progress Report on U.S. Leadership in Agricultural Development, </em>which<em> </em>tracks fulfillment of U.S. government food security policy development, implementation, and resourcing.</p>

			<content:encoded><![CDATA[<p>April 13, 2011, WASHINGTON, (Coal Geology) &#8211; Thirty-three million Americans are expected to celebrate the Easter holiday by dining out, according to new research from the National Restaurant Association. Lunch and dinner are the most popular meals for Easter celebrations, and when it comes to must-have food, more than half of consumers say they will be looking for an Easter buffet on April 24.</p>
<p>&#8220;Buffets will be popular options for Easter diners this year, as they provide a variety of food options to fit anyone&#8217;s dietary needs and preferences,&#8221; said Hudson Riehle, senior vice president of the Research and Knowledge Group for the National Restaurant Association. &#8220;Restaurants planning their Easter menus should consider both traditional offerings, including baked ham and deviled eggs, as well as new twists on those dishes, such as ethnic flavors and health-conscious versions, to appeal to today&#8217;s increasingly sophisticated diner.&#8221;</p>
<p>Overall, 14 percent of adults said they plan to celebrate the holiday with a special meal at a restaurant. Forty-six percent of those are planning a special Easter lunch at a restaurant, while 44 percent will enjoy a meal at dinner time. In addition, 29 percent of individuals visiting a restaurant for an Easter meal are planning to dine out for brunch, while 21 percent said they are going out for breakfast. Seventeen percent are planning to have more than one meal at a restaurant on Easter Sunday.</p>
<p>The survey also asked if consumers are looking for any &#8220;must-have&#8221; food items for their Easter meal at a restaurant.  Fifty-one percent of those dining out for Easter this year said their must-have option is a buffet; 39 percent said they have to have ham, 37 percent said pastries are on their list of must-haves, and 27 percent said eggs. Lamb was less popular among the list of must-have food items at 7 percent.</p>
<p>When it comes to factors involved in choosing a restaurant on Easter Sunday, diners are most likely to choose their favorite restaurant, regardless of Easter specials, for their special holiday meal (48 percent). Sixteen percent of Easter diners said they would choose a restaurant with holiday specials or menu items, while 13 percent said they would choose a restaurant that they haven&#8217;t been to before.</p>
<p>Food and activities for children were the deciding factor for nearly one out of five Easter diners.  Fourteen percent said they would likely choose a restaurant with Easter-related activities for kids, such as egg painting or egg hunting.  Meanwhile, four percent of Easter diners said their most important factor in choosing a restaurant for their Easter meal was a restaurant with great kids&#8217; menu options.</p>
<p>The National Restaurant Association surveyed 1,000 American adults April 7-10 about their plans for Easter 2011. The estimate of 33 million Americans dining out this Easter is based on economic analysis and projections, as well as research conducted over the last two decades.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">April 12, 2011, LONDON, (Coal Geology) -Escalating global inflation is the biggest challenge to businesses struggling to recover from the economic downturn, according to the latest Global Economic Conditions survey of finance professionals by ACCA (the Association of Chartered Certified Accountants).</p>
<p>The survey of more than 2,300 accountants in March 2011, the largest ever undertaken by ACCA, shows that for the first time more than half (51%) reported problems with rising operating costs, making this the most commonly cited business challenge. Only 31% had reported rising costs as being a problem when the question was asked in Q4 2010.</p>
<p>While they reported that there were still businesses opportunities, these increased costs made it more difficult for accountants to spot opportunities for growth or cost-cutting for the businesses they advise.</p>
<p>Report author Manos Schizas, senior policy adviser with ACCA, said: &#8220;The huge rise in inflation has been the most worrying development to emerge from our latest survey. More than half of respondents reported problems with rising operating costs, which will hinder their ability to look for new opportunities at the time when businesses desperately need to fill the order books.</p>
<p>&#8220;The number of finance professionals worried about inflation will also be a concern to governments that have put in place a range of measures to control rising prices. These measures were designed to ensure that businesses do not fail because they cannot afford the raw materials or expertise,&#8221; he said.</p>
<p>Responses suggest that, the global economic recovery picked up speed again in early 2011 after briefly going into reverse at the end of 2010 &#8211; but that conditions remain fragile.</p>
<p>Accountants reported that both demand for goods and services and cash flow conditions have continued to improve around the world. While this has generally led to a more stable outlook for employment and investment in developed countries, accountants in the developing world reported slightly less investment in staff and more layoffs than last quarter as businesses come to terms with the weaker-than-expected recovery.</p>
<p>In the developing world, members saw an opportunity in exports; relying mostly on strong supply chain relationships, investments in quality, and innovation. Accountants in developed markets, however, reported fewer opportunities in all of these areas compared to previous quarters -while still anticipating a rise in new orders for their businesses.</p>
<p>With the global economic recovery still far from assured and Europe still in the throes of a financial crisis, members were asked how they thought government spending in their countries would change in the mid-term.</p>
<p>Although western countries were still expected to embrace austerity, respondents around the world agreed that their Governments were more likely to increase spending in order to support the recovery.</p>
<p>Overall, members around the world feel that fiscal policy is now more of a balancing act than before, especially in fast-growing markets where rising inflation has reduced the number of options available to policymakers. Almost one in six respondents expect their government to get spending dangerously wrong over the next five years.</p>
<p>The view from the UK</p>
<p>The UK continued to lag behind ACCA&#8217;s other major markets, with nearly a third of respondents saying things are &#8216;getting worse&#8217; &#8211; the highest figure in two years. Accountants in small and medium sized enterprises (SMEs) that remained resilient throughout 2010 now appear to be losing confidence. Their colleagues in the public sector are also feeling more pessimistic now than in the depths of the recession.</p>
<p>The coalition government&#8217;s previously high approval ratings among members are now falling.</p>
<p>Access to finance has deteriorated again after reaching the lowest levels previously on record in Q3 2010. However, as this has yet to translate to tighter cashflow conditions, the outlook for employment and investment has been fairly stable. That said, demand appears to be under pressure and expectations of new orders are down.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">April 12, 2011, WASHINGTON, (Coal Geology) &#8211; As the economy recovers and multinational corporations shift their focus to expansion, corporate treasurers are directing their attention to the development of optimal bank relationships. As a result, the Association for Financial Professionals (AFP) has launched its first survey on the critical topic of bank relationship management.</p>
<p>The AFP Treasury Benchmarking Program, now in its fourth year, is an ongoing initiative to understand the trends that affect corporate treasury departments and to identify the practices that allow the best departments to succeed. The 2011 program represents a partnership between AFP and IBM and is being generously underwritten by PNC Bank.</p>
<p>The 2011 survey takes a new direction by focusing on bank relationship management, a topic raised in peer-to-peer discussions that have been taking place within AFP&#8217;s Corporate Treasurers Council, a group of senior level corporate practitioners. This topic is a departure from the previous three AFP Treasury Benchmarking Surveys, where the focus was on organizational benchmarks, such as costs, technology and headcount.</p>
<p>&#8220;Our own proprietary client research identified a critical need for benchmarking data to enhance financial decisions. By supporting the AFP with its benchmarking survey, we seek to continue PNC&#8217;s proven track record of helping our clients and other financial executives to achieve their business goals,&#8221; said James Graham, executive vice president of treasury management, PNC.</p>
<p>The 2011 survey consists of 42 questions ranging from the number of banks that organizations work with, the criteria they use to select banks and the methods they employ to evaluate the value of those relationships.</p>
<p>&#8220;In today&#8217;s economic environment, financial professionals have had to play even closer attention to the way they manage their banking relationships,&#8221; said Jim Kaitz, AFP&#8217;s president and CEO. &#8220;In the ideal relationship, the corporate and the bank function as partners.&#8221;</p>
<p>AFP has tapped its 16,000 strong membership, sending surveys to a representative group. Survey participants may receive a customized report comparing their responses to those of their peers. In addition, AFP, IBM and PNC will release an executive summary report later this year, featuring key survey findings and analysis of this year&#8217;s research.</p>
<p>The survey is currently in the field and runs through April 30.</p>
